This was the opinion of professor Anna van der Hoven, a criminologist from Unisa in commenting on a Centurion case in which a man and a woman were repeatedly burnt with a clothes iron by armed robbers.

According to Van der Hoven, victims said they often saw hatred and cruelty in the eyes of their attackers.

“I don’t know if that refers to the past and why they don’t just take what they want and leave.”

Racist elements

“There are underlying racist elements. They were perhaps deprived and want to take revenge.”

“The attackers are sometimes not South African, but people from other African countries, where there is also unrest.”

Van der Hoven said it gave attackers a sense of power to hurt people.

“They feel they can intimidate people. They are in control and can decide if they want to torture you and how long you have to live.”

She added that rehabilitation programmes in prisons were not complete and criminals often came out of jail more dangerous than before. On top of this, they could decide if they wanted to take part in the programmes or not.

Dr Johan Burger, a senior researcher at the Institute for Security Studies, said SA’s history of violence could contribute to the problem and that violence was seen as a means to a goal.

He also said that violence could be used as an instrument to get information from victims.

They could use force to obtain information about safes or to get a PIN number from victims.

According to Burger, there was a divide between rich and poor and that some people living in abject poverty could feel they had to commit crime.

The attackers could feel frustrated with their circumstances and then take out this frustration on their victims.

Sometimes victims fought back or even made insulting comments and this could lead to violence.

“Often the attacker’s behaviour is as a result of the victim’s, but that is not always the case.”

Burger said there was a lack of research on this particular topic and one could only speculate about it.

HUNDREDS of angry Hillcrest residents bayed for the blood of five rape
suspects outside the Hillcrest Police Station yesterday.

Initially, the crowd staged a protest outside the Pinetown Magistrate’s
Court where the suspects were due to appear for the rape of a young
Kloof woman.

Seven men accosted Jessica Foord and her father at a nearby dam on
Sunday and repeatedly raped her in a field. The Foords had been walking
their dogs when they were attacked.

Five suspects were arrested on Wednesday after intense investigations.

The suspects were due for their first court appearance yesterday, but
police found out about the planned protest and brought the suspects to
court on Thursday.

Lindani Maphumulo, Thabani Ntinga, Siyabonga Ntinga, Mbotho Msomi and
Nthuthuko Chili were denied bail and were remanded into custody at
Durban’s Westville Prison until their next court appearance on March 20.

This “deception” further angered protestors, many of whom had taken time
off work and school to attend the protest.

It is believed that protestors were also riled by the rape of a
six-year-old girl in the area.

Fed up with the high crime rate in the area, residents then moved to
Hillcrest Police Station, where they demanded to see the suspects.

Residents moved to the area just outside the station’s holding cells and
shouted threats at the five suspects inside. Foord’s relatives were
among the protestors.

Private investigator Brad Nathanson, who was instrumental in tracking
down the suspects, said that community members contacted him shortly
after the rape to help in the investigation.

“I was told that there wasn’t a lot of money lying around, so I took on
the job free of charge. I started work immediately,” he said.

He said he went to the crime scene and recovered a vital piece of
information that the police had missed.

“The next day, I took Jessica and her father to the dam to point out the
crime scene. I also put out some money to my informers and waited for
information,” he said.
Two of Nathanson’s informers came back with a suspect’s name.
“They both came back with the same name, which was our hot lead. It took
us six hours to track the suspect down. He then pointed out the
suspects,” he added.

He said that the community banded together to support his team during
the investigation.
“I’m very proud at what we achieved. The community was a great help to
us,” he said.

Hillcrest resident Michelle Blanckenberg said the rape had shocked the
community into taking action against the increase of crime in the area.
She said the area where the rape occurred was a popular spot for
families.
“Enough is enough. It is unacceptable and time we stood up against these
rapes. It’s amazing how people have come together to express their anger
about the crime,” she said.
Another, Christina Dubazama from Wyebank, said she lost faith in the
local police after her daughter’s rapists were granted bail.
Dubazama’s eight-year-old daughter and grandmother were gang-raped in August last
year; their attackers paid their bail and were released.
“I know what that girl is going through. The men who attacked my family
are out there waiting to rape more women. Something needs to be done,”
she said.

Overcome with emotion, she said that she hoped that government brought
back the death penalty for those who raped and killed. “I’m tired of all
this. Our children are suffering. The powers that be should wake and see
that there is a problem with crime in this country,” she said.

Everton resident Sally van den Berg said parents were terrified to let
their children play outside.
“People are terrified after the incident. Our local police don’t help.
We gave them information and nothing was done,” she said.

Ernest Khumalo from Molweni said police failed the community when it
came to responding to calls about crime. “They are not helpful. We have
to wait for hours … We are fed up with the crime situation now,” he
said.
Police spokeswoman Danelia Veldhuizen said that police were still
searching for two suspects who are still on the run.

THE alleged rape of a nine-month-old baby girl by six men in a remote
part of rural South Africa last week has focused the nation on an 80 per
cent rise in child sexual abuse over a year, much of it connected with
the country’s Aids pandemic.
More than 67,000 cases of rape and sexual assaults against children were
reported last year, compared with 37,500 in 1998. Child welfare groups
believe that the number of unreported incidents could be up to 10 times
that number.
Some of the victims were as young as six-months-old, a number of whom
died from their injuries, while others contracted HIV. The largest
increase in attacks has been against children under seven.
Although rises in poverty, violent crime and unemployment are said to
have contributed to the escalation in child abuse, the most significant
and worrying factor is the widespread myth sweeping the country that
having sex with children provides a cure for Aids.
Cati Vawda, the director of the Children’s Rights Centre in Durban,
said: “There is a belief across South Africa that a virgin will cure a
man of HIV or Aids. We have no idea where this idea has come from, but
it has been around for a few years and has certainly taken hold.”
Kelly Hatfield, of People Opposed to Women Abused , added: “South Africa
has reached a new low. This rumour certainly has become a common
belief.”
Police say at least one of the men who attacked the nine-month-old girl
is HIV-positive. The baby has also been tested for the virus and given
anti-retroviral drugs as a precaution.
The girl - whose name has not been released - remains in intensive care
at the Kimberley Hospital. While doctors said it was likely that her
physical wounds would heal, experts remained concerned about
psychological trauma.
Even in a country that is accustomed to violent crime, the attack has
shocked the nation. Pictures of the six accused appeared on front pages
of newspapers across South Africa and radio phone-in shows were
inundated with callers demanding to know what the police and Government
were doing to stop child abuse.
More than 1,000 people, mainly women and children, gathered at the
magistrate’s court in the remote town of Upington in the north of the
country to vent their anger as the trial opened against the men, aged
between 24 and 66, accused of assaulting the infant. The crowd chanted
slogans demanding more protection for children, and waved banners and
posters.
Dozens of police and soldiers had to be deployed to stop the crowd from
surging into the courtroom, where the case was postponed until later
this month. The six accused men were remanded in custody.
South Africa has the highest number of HIV-positive citizens in the
world. According to official figures, one in nine South Africans are
infected with the virus, although many health workers believe the rate
of infection to be closer to one in eight. Schools often harbour the
worst sex offenders.
Next month, a deputy headmaster in the Eastern Cape goes on trial
accused of raping schoolgirls over a 10-year period, resulting in 20 of
them becoming pregnant.
Joan van Niekerk, the chairman of Childline South Africa, said: “How can
we hope that a school will teach children to behave responsibly when the
very people who are educating them are themselves abusers?”
The 185 child abuse cases that are reported to the police each day
represent just a fraction of the true number committed, according to
child welfare groups. Of these, just five per cent result in a
successful conviction. For those mothers aware that their children have
been abused, the decision to make a complaint is rarely easy.
Edith Kriel, a social worker who helps child victims in the Eastern
Cape, said: “Child abusers are often relatives of their victims - even
their fathers and providers. For women, making a complaint is a hard
choice because they end up losing their husbands, the breadwinners and
the roof over their heads.”

The National Student Forum (NSF) for nursing students is calling for a law, which would define racism as a criminal act that should be harshly punished.

This call comes amidst ongoing tensions at the University of Free State (UFS) over the alleged racist video that has caused a national uproar and has since made international news.

The NSF has close ties with the UFS and also has a branch of nursing students at the university. The forum’s headquarters are at the Free Sate School of Nurses in Bloemfontein - one of the biggest nursing schools in the province. The nursing forum said it was outraged by the video.

The NSF for nursing students has condemned in the “strongest terms the tortoise pace ” of the UFS management; the police and the education minister in renouncing racism.

NSF National Chairperson Tsidiso Mmusi said: “In as much as we acknowledge the current investigation into the matter, we are worried that the investigations are conducted by the same management which promotes racism at the university.”

Mmusi said his organisation believes that the video has trampled on individual human rights. “We understand that Parkroad Police in Bloemfontein have opened a crimen injuria case, but we call on the Director of Public Prosecutions to allow for the charging of these racists with attempted murder. As a nursing student organisation, we know that urine contains a lot of harmful substances in it, therefore we believe that some individuals’ lives have been endangered,” he said.

Director for the Centre for Applied Legal Studies at Wits University, Cathi Albertyn, said that there had been some discussion about making racism a crime when the Equality Act was being developed. “One would have to think about which forms of racism should be criminalised and what the impact of this would be. The Department of Justice and Constitutional Development would be responsible for developing such a law and presenting it to Parliament.

Albertyn said, as things stand, the Equality Act allowed people to take claims of race discrimination and racism to the Equality Courts. She said the courts could make a range of orders, including an apology, awarding of damages, or an order for the racist practices of a particular institution to be investigated and recommendations made for change. These could be particularly effective in South Africa where racism is an institutional as well as an individual problem, Albertyn said.

A MAN was lynched yesterday within hours of a high school pupil appearing in court in connection with the 18 muti-murders in a small Transkei village.

Police last night confirmed the lynching at Madiba near Bizana but could not give further details. Earlier, police arrested 19-year-old Vusi Sixikixa in Mzamba, a small village near Bizana, where the 18 people – all but one of them women – have been butchered since last October.

All the women had their genitals removed, giving authorities strong reason to believe that they were linked to a traditional medicine collector.

Sixikixa appeared in the Bizana Magistrate’s Court looking like a fresh-faced schoolboy.

Hours later came the mob justice.

Fearful community members from the nearby Madiba suspected another man of being connected to the crimes – and killed him.

Police spokesperson Superintendent Mzukisi Fatyela confirmed the lynching but said details were still sketchy.

Sixikixa, a Grade 10 pupil at Nombuso Senior Secondary School in the KwaZulu-Natal coastal hamlet of Port Edward, just across the provincial border from Bizana, is facing four charges of murder, attempted murder and rape.

The murder charges relate to last Saturday’s slaying of Madodebunga Yalo, 50, and his daughters, Nandipha, 22, and Nobuhle, 20.

Their bodies were discovered by a family member the next day. The two women had been raped and their genitals hacked off.

The fourth murder count relates to the killing of a 37-year-old woman last month.

The baby-faced teenager locked his eyes on the courtroom floor while a packed gallery stared on from behind.

His case was postponed to March 18 for further investigation and a formal bail application.

He was remanded in custody.

Fatyela said Sixikixa, who lives in Bizana, had been co-operating with police. He said they had found a hammer and two bush knives with blood stains in his home.

It is understood that the police investigation is focusing on the muti market and the possibility that the genitals cut out of the female victims had been sold in Bizana for R300 each time.

Police have also questioned a 24-year-old man and are looking for another to assist them with their investigations.

Women in the area are naturally terrified that they could be next.

“Our lives are in danger,” said one woman who had gathered with friends outside the court. “We can’t even trust our own men.”

Another woman, who works at a restaurant at the Wild Coast Sun casino, said she made sure she only worked day shifts to avoid being an easy target.

Police released images of a woman whose burned body was found in a remote area in the hope that they might create more leads in their investigation into her death.

The images, surveillance photos, show Tammy Cochran, 37, at a Kansas City metropolitan area convenience store.

The pictures were taken on Feb. 29.

Authorities asked anyone who saw her during that time to call police.

Cochran’s body was found burned on March 5 in Olathe near a water treatment line.

Police don’t have any suspects in her death.

A funeral for Cochran was held during the weekend.

I just watched CNN International.

George Bush has been on tour in Africa.

He is boasting about giving away billions of dollars of American taxpayers’ money.

The money is supposedly going to fight AIDS in Africa, but most of it will likely just end up in the hands of corrupt African despots.

Here is a typical example of the corruption as reported about Tanzania, one of the nation’s George Bush recently visited.

It has been reported that billions of dollars have been stolen, and continue to be siphoned, with impunity while the people cannot even afford basic necessities including medical service and education for their children. The Bank of Tanzania also is involved in a major scandal involving billions of dollars which have disappeared into thin air and remain unaccounted for. Its highest-ranking officials have been implicated in the scandal, yet the government has done nothing about it. (Wikipedia -Tanzania)

Bush has promised to double the 15 billion dollars already given for anti-AIDS programs. He has now committed America to double that amount and give the incredible sum of 30 billion dollars over the next five years.

As I watched CNN, poignant video of AIDS-infected Africans with tears flowing down their cheeks, flooded the TV screen.

The media has universally applauded this massive giveaway of the American people’s money. They promoted the giveaway by showing heart wrenching pictures and video accompanied by an announcer’s voice filled with empathy and emotion.

The scenes moved me as they would anyone with a human heart.

But, they didn’t convince me that it is moral to send billions of dollars of tax money overseas to people that have never paid a penny in American taxes.

Before you consider me heartless, let me tell you why I am opposed to this kind of government foreign aid.

I don’t think that the federal government has the right to forcibly take your money and send it to a foreign nation, no matter how much the government tries to justify the charity. There are millions of worthy charities in the world. What right does the government have to take the hard-earned money of Americans and give it to anyone?

No one gives you a choice about paying taxes. If you don’t report your income and pay your taxes you will likely be sent to prison.

You are given no choice in the matter.

George Bush and most of the politicians who promote this theft are millionaires. If they want to send their own funds directly to Africa, that’s their right. But I think they have absolutely no right to literally steal your money and send it to their charity of their choice.

We could apply this principle to many areas of American life, but let’s consider for a moment the horrible condition of health care for millions of Americans. Millions of hard working, taxpaying American citizens cannot afford or simply don’t qualify for or cannot get affordable medical insurance for themselves and their families. A recent article in the New York Times headlined “Study Finds Cancer Diagnosis Linked to Insurance.”( February 18, 2008) It revealed that those who don’t have private medical insurance are at least twice as likely to receive diagnosis of the most deadly cancers when they are difficult to treat and cure. Three Soweto schoolboys were arrested yesterday in connection with the rape and murder of a 44-year-old woman on Youth Day last year.

The police in Jabulani arrested the boys, aged between 16 and 18, at their different schools – Goudveld Senior Secondary School in Langlaagte, Johannesburg, Letare High School and Jabulani Technical College.

The half-naked body of Ntombikayise Mwelase was discovered by her friend Phumla Zulu, 41, on June 17. Mwelase, who was separated from her husband, lived alone at the time.

Police said Mwelase had been raped and then strangled.

Inspector Kay Makhubela said that following the police investigation, a 17-year-old youth was eventually linked to Mwelase’s case through fingerprints.

The 17-year-old has a pending case of housebreaking and theft in Meadowlands, police said.

A warrant for his arrest was issued after he failed to appear in court on several occasions. Makhubela said police swooped on the 17-year-old’s school after he had initially resisted attempts by his parents to hand him over.

“The parents informed us where his school was and when we got there he told us who he was with on the day of the murder. He said he only raped the woman but did not kill her,” Makhubela said.

The youths are expected to appear in the Protea magistrate’s court today.

An Omaha man has been charged with homicide in connection with the death of his 4-year-old son in a traffic accident early Monday morning.

Two adults and two children were riding in the northbound car on Interstate 680 between Maple and Fort just after 1:15 a.m.

Police say the Cadillac Seville was being driven in a reckless manner. The vehicle then left the roadway, overturned and rolled at least one time prior to hitting a tree on the east embankment of northbound 680.

Luny Kor was pronounced dead at the scene. His brother, 20-month-old Jal Kor was hospitalized in critical condition. Their mother, 24-year-old Nyalita Ruoy, was treated for her injuries and released from the hospital.

Police say 26-year-old Changkouth Kor was also driving drunk and on a suspended license at the time of the crash. He was booked for criminal homicide, driving under the influence and driving on a suspended license.

Police say Kor was trying to intimidate or hurt wife Nyalita when the accident happened. “There are some suspicious circumstances surrounding the crash,” says Omaha Police Sgt. Teresa Negron.

Witnesses came forward to tell investigators what they saw moments before the crash. “There was apparently some sort of disturbance prior to the crash occurring,” says Sgt. Negron. “We did have information received that the vehicle was driving recklessly prior to the crash.”

Kor and his family had escaped from war-torn Sudan to make their way to the heartland.

Larry and Linda Heuertz of Omaha have been working with Sudanese refugees for the past 10 years. Their Hope For Sudan Ministry and Outreach Program has been a lifeline for many of the new immigrants.

“Changkouth was coming to our church and he brought his sons one week,” says Linda.

The Heuertz’s say the Sudanese community is very close, out of necessity. Just hours after the crash, dozens of friends started showing up at the hospital.

“They will help, the whole community will help them, the Sudanese community will help them, they’re all family when heartache happens,” says Linda.

Larry and Linda’s picture of Changkouth is very different than the police version. They’re not sure what happened, but they do know they, along with the Sudanese community, will support the Kor family.

South Africa’s tougher laws on rape to go into effect
CAPE TOWN – After a protracted delay, tough new laws against sexual abuse will finally enter force Sunday in South Africa, which is often called the “rape capital” of the world.

The Justice Ministry said Friday that the Sexual Offenses Amendment Act would help the country “fight the scourge of sexual offenses head-on” and would at last give greater protection to victims of sexual crimes.

For the first time, victims will be able to go to court to force their attackers to take AIDS tests. An estimated 5.4 million South Africans are infected with HIV - the highest number of any country in the world.

More than 50,000 rape cases were reported last year, almost 150 per day. Based on reported cases alone, South Africa has 114 rapes per 100,000 people, compared with a rate of 32 rapes per 100,000 in the United States, according to police figures. Women’s rights groups estimate that only one in nine rapes is reported to police.

The definition of rape was until now narrow and outdated. Attacks on children, for instance, were often classified as indecent assault, not rape - even though the young are often targeted because of the mistaken belief that sex with a child can rid the body of the HIV virus.

The new law says that sexual penetration by objects other than a penis would be classed as rape - which usually is punished with a life sentence - rather than sexual assault, for which there are lesser sentences. For the first time, male-on-male sexual assault is classed as rape.

The new law introduces tougher measures to protect children and the mentally disabled from sexual exploitation and child pornography. It would also set up a register of sexual offenders so that schools and other institutions dealing with children could vet candidates for jobs.

The bill was approved by parliament before it went into recess last month after being held up for more than a year because of technical legal problems over the clauses about compulsory HIV tests for sexual offenders.

The revised legislation said all victims should be entitled to apply for a court order to compel the alleged sex offender to take an AIDS test, and should get free medication immediately after the rape to reduce the risks of contracting the virus. Given the delay in HIV infection showing up in tests, many women currently face weeks of agonized uncertainty over whether their attacker carried the deadly virus.

The provisions on AIDS testing will take effect in March because of the legal complexities involved, the Justice Ministry said.

Thousands in Sudan Call for British Teddy Bear Teacher’s Execution

KHARTOUM, Sudan — Thousands of Sudanese, many armed with clubs and knives, rallied Friday in a central square and demanded the execution of a British teacher convicted of insulting Islam for allowing her students to name a teddy bear “Muhammad.”

The protesters streamed out of mosques after Friday sermons, as pickup trucks with loudspeakers blared messages against Gillian Gibbons, the teacher who was sentenced Thursday to 15 days in prison and deportation. She avoided the more serious punishment of 40 lashes.

They massed in central Martyrs Square outside the presidential palace, where hundreds of riot police were deployed. They did not try to stop the rally, which lasted about an hour.

“Shame, shame on the U.K.,” protesters chanted.

Calls by FOXNews.com to Sudan’s permanent mission to the United Nations were not returned Friday.

The protesters called for Gibbons’ execution, saying, “No tolerance: Execution,” and “Kill her, kill her by firing squad.”

The women’s prison where Gibbons is being held is far from the square.

Riot police in Sudan are protecting a courthouse where a British teacher has gone on trial for allowing her seven-year-old students to name a teddy bear Muhammad.

A defense lawyer says a British teacher has been found guilty of inciting religious hatred and was sentenced to 15 days in prison and deportation from Sudan.

Gillian Gibbons is charged with inciting religious hatred. Reporters were briefly allowed inside as the trial began. Gibbons was not handcuffed when she was brought in. Her lawyer scuffled with police outside before he was allowed in.

Gibbons could have received a maximum of six months in jail, a fine and 40 lashes.

The case has drawn international condemnation and has triggered an escalating diplomatic dispute with Britain, which is Sudan’s former colonial ruler.

Muhammad is a common name among Muslim men, but giving the prophet’s name to an animal, even a Teddy Bear, would be seen as insulting by many Muslims.

Britain’s foreign secretary says he’ll press Sudan to accept the situation as an innocent misunderstanding and do everything possible to avoid any of the punishments.

NEW YORK — From her baptism in Liberia to Christmas years later in her adopted New York City, Mamie Manneh never lost the longing to celebrate religious rituals by eating monkey meat.

Now, the tribal customs of Manneh and other West African immigrants have become the focus of an unusual criminal case charging her with meat smuggling, and touching on issues of religious freedom, infectious diseases and wildlife preservation.

The case “appears to be the first of its kind relating to that uniquely African product,” defense attorney Jan Rostal wrote in a pending motion to dismiss. “Unfortunately, it represents the sort of clash of cultural and religious values inherent in the melting pot that is America.”

At the center of the case in federal court is a modest woman with nine children and a history of domestic discord.

The case dates to early 2006, when federal inspectors at JFK Airport examined a shipment of 12 cardboard boxes from Guinea. They were addressed to Manneh and, according to a flight
manifest, contained African dresses and smoked fish with a value of $780.

Instead, stashed underneath the smoked fish, the inspectors found what West Africans refer to as bushmeat: “skulls, limbs and torsos of non-human primate species” plus the hoof and leg of a small antelope, according to court papers.

Three days later, U.S. Fish and Wildlife Service agents were at Manneh’s door, where she told them she ran a smoked fish importing business.

According to the agents, she initially denied ordering any bushmeat from Africa or ever eating it while in the United States.

But after she consented to a search, the agents came across a tiny, hairy arm hidden in her garage.

“Monkey,” she explained, claiming the arm was sent to her out of the blue “as a gift from God in heaven.”

Federal prosecutors hit Manneh with smuggling charges that accused her of violating import procedures and suggested she was a menace to man and beast alike.

A criminal complaint cited evidence that the illegal importation of bushmeat encourages the slaughter of protected wild animals.

More ominously, the complaint warned of “the potential health risks to humans linking bushmeat to diseases like Lassa fever, Ebola, HIV, SARS and monkeypox.”

Defense attorney Rostal has countered by accusing the government of picking on a poorly educated immigrant.

Her client’s only offense, she said, was her inability to grasp Western attitudes and highly technical regulations regarding bushmeat.

Defense papers also argue that the U.S. demand for the meat involved in the Manneh case — from Africa’s green monkey population — is “too small to have any significance for conservation.”

Manneh, 39, testified last year that before arriving in the United States more than 25 years ago, monkey meat was critical to her religious upbringing.

At age 7, “I was baptized and they used that for the baptizing ceremony,” she told a judge.

Manneh is already serving a two-year sentence in state prison for trying to run over a woman she suspected of sleeping with her husband, Zangar Jefferson. If convicted of the federal charges she faces up to five more years in prison and deportation.

“The government’s taking a woman away from her children,” complained Jefferson, who’s struggling to raise the children alone. “It’s very depressing, especially with the holidays right around the corner.”

The prosecution also has dampened spirits at the church in Staten Island where Manneh and other African immigrants once packed the pews to practice a religion blending Christianity and tribal customs.

One of the few worshippers left, Leona Artis, says the congregation’s appetite for monkey meat is deeply misunderstood.

Take Thanksgiving.

“Where some people have turkey, we’ll have monkey meat,” Artis said. “I’ve been eating it all my life. It’s delicious.” Baptisms, Easter, Christmas, weddings — all are occasions for eating monkey, Manneh’s supporters said in a sworn statement filed with the court.

The statement was vague about how the meat is obtained, but explains that it always arrives dried and smoked. Once blessed by a pastor, “we usually prepare it by cooking it for several hours into a stew,” they said.

For them, the exotic import is more than just food. “We eat bushmeat,” they said, “for our souls.”
