A routine probation visit quickly becomes a manhunt and Eyewitness News has exclusive details. Metro used more than 10 patrol cars and dozens of officers, plus a helicopter to track him down.

Deandre Lewis showed up to the probation office high on drugs, and that’s when the chase began. It was a frenzied run from the law, jumping fences, climbing over walls, sliding down poles and finally ending up in the waiting hands of police.

The Department of Public Safety says Lewis was fulfilling part of his probation by reporting to the office on Belrose. Already facing two charges of grand larceny, he made it worse by showing up with narcotics in his system.

After his arrest for the drug violation, Lewis complained to officers his handcuffs were too tight. The officer loosened them, and Lewis hit him and ran off. Lewis bolted into the nearby neighborhood.

Police used a helicopter and set up a small perimeter. Lieutenant Adam Page with DPS says Lewis’ attitude was almost expected.

“It wasn’t his first violation. So, yes, after a couple, we have a very low tolerance for offenders with his type of history to continuously re-offend,” said Lt. Page.

Page says Lewis has not only shown up high before, but he has also tried to escape authorities in the past. He was taken to the hospital as a precaution. He will now likely face the full punishment for the grand larceny charges along with a felony for being high and a felony for evading police.

GRAND CANYON NATIONAL PARK, Ariz. (AP) - A 4-year-old girl was killed Tuesday when she slipped off the edge of the Grand Canyon and fell several hundred feet.

The girl’s father immediately scrambled down the cliffs and started CPR with the help of a park ranger who rappelled into the canyon, National Park Service spokeswoman Maureen Oltrogge said.

The child’s body was 400 to 500 feet below the rim, Oltrogge said. The area where she fell is a combination of sheer drops of 30 to 50 feet, then slopes leading to more drop-offs.

The girl is from Arizona, but her name and hometown weren’t immediately released.

A man was arrested in Fort Worth late Thursday in connection with the death of a woman whose body was found in Lake Arlington in August.

Through facial reconstruction, officials confirmed the identity of 20-year-old Brittany Rapoza and arrested Randy Lee Wilson, 28, for her death.

He was arrested about 10 p.m. Thursday and charged with murder.

A fisherman found Rapoza’s body Aug. 19 near pilings.

Wilson’s bail was set at $100,000.

Bush blocks Mexican’s execution

International Law; Similar to case of Canadian put to death

WASHINGTON - In the months before Texas executed Canadian Stanley Faulder in June, 1999, George W. Bush made it clear what he thought about outsiders who challenged his state’s right to carry out the death penalty.

“Foreigners can’t expect to get away with murder in the state of Texas,” said Mr. Bush, then the governor of Texas. That was then, this is now.

In a surprise legal turnabout, President Bush intervened with the U.S. Supreme Court yesterday to save the life of a Mexican citizen facing the death penalty in Texas, claiming his execution would violate international law.

The legal principles in the case are almost identical to those Mr. Bush rejected when the Canadian government appealed for clemency on behalf of Faulder, a 61-year-old Alberta man executed eight years ago for murdering an elderly Texas oil matriarch.

In oral arguments before the Supreme Court yesterday, Bush administration lawyers said that Texas cannot execute Jose Ernesto Medellin for the rape and murder of two teenage girls because state authorities failed to notify him of his Vienna Convention rights to contact Mexican consular officials after his arrest.

U.S. Solicitor-General Paul Clement argued that Texas must adhere to a 2004 decision by the International Court of Justice, which found that Texas violated Medellin’s rights to consular access. The ICJ, also known as the World Court, ordered the United States to review Medellin’s conviction and sentence.

After Texas initially balked, Mr. Bush personally intervened by issuing a presidential order in February, 2005, instructing the state to comply with the ICJ ruling.

In a prior written brief to the court, the administration argued that any rejection of the ICJ ruling would “place the United States in breach of its international law obligation … and frustrate the president’s judgment that foreign policy interests are best served by giving effect to that decision.”

Mr. Bush’s position in the Medellin case stands in stark contrast to his views as governor of Texas, when he oversaw the executions of Faulder and 151 other death row inmates.

Faulder, originally from Jasper, Alta., was executed for the 1975 stabbing death of 75-year-old Inez Phillips, a widow from a wealthy oil family in Gladewater, Tex.

Although Faulder was not notified of his consular rights at the time — and Canadian officials never learned of his 1978 conviction until 1992 — a Texas review board determined the oversight was a “harmless error.”

Mr. Bush turned aside appeals from then-foreign affairs minister Lloyd Axworthy to grant Faulder a reprieve because of the consular rights violation.

The only issue for Mr. Bush at the time was whether Faulder had killed Mrs. Phillips.

“People can’t just come into our state and cold-bloodedly murder somebody. That’s unacceptable, regardless of nationality,” Mr. Bush said at the time.

One major difference in the cases of Faulder and Medellin is that, unlike the Mexican government, Canada was never able to challenge the actions of Texas authorities before the ICJ.

To put it bluntly, Texas wants President Bush to get out of the way of the state’s plan to execute a Mexican for the brutal killing of two teenage girls.

Bush, who presided over 152 executions as governor of Texas, wants to halt the execution of Jose Ernesto Medellin in what has become a confusing test of presidential power that the Supreme Court ultimately will sort out.

The president wants to enforce a decision by the International Court of Justice that found the convictions of Medellin and 50 other Mexican-born prisoners violated their rights to legal help as outlined in the 1963 Vienna Convention.

That is the same court Bush has since said he plans to ignore if it makes similar decisions affecting state criminal laws.

“The president does not agree with the ICJ’s interpretation of the Vienna Convention,” the administration said in arguments filed with the court. This time, though, the U.S. agreed to abide by the international court’s decision because ignoring it would harm American interests abroad, the government said.

Texas argues strenuously that neither the international court nor Bush, his Texas ties notwithstanding, has any say in Medellin’s case.

Ted Cruz, the Texas solicitor general, said the administration’s position would “allow the president to set aside any state law the president believes is inconvenient to international comity.”

The Supreme Court will hear arguments in the case Wednesday.

Medellin was born in Mexico but spent much of his childhood in the United States. He was 18 in June 1993, when he and other members of the Black and Whites gang in Houston encountered Jennifer Ertman and Elizabeth Pena on a railroad trestle as the girls were taking a shortcut home.

Ertman, 14, and Pena, 16, were gang-raped and strangled. Their bodies were found four days later.

Two Wilmington men are being charged with murder in the shooting death of Eugene Ali Shakil Williams.

The incident occurred on Tuesday, October 2 near the intersection of 12th and Chestnut Streets.

The apprehensions were made with the assistance of the U.S. Marshals Violent Fugitives Task Force.

The two men in custody are 23-year-old Kevin Robinson and 19-year-old Quentin Kennedy.

There are no other details being released at this point.

Police have made a 2nd arrest in connection with a shooting and car crash that killed 22 year old Michael Scott on Monday.

Yesterday police arrested 19 year old Allan Burney after he turned himself into police. Police say witnesses identified Burney as a 2nd shooter in the October 8th shooting. Burney denied the allegations to detectives.

He faces four counts of attempted murder.

Police arrested another suspect, Gaylord Shaw, earlier this week.

Officials say that Shaw shot and killed 22-year-old Michael Scott while he was driving his car causing him to crash his car in a utility pole at the intersection of North Betty Lane and Woodbine Street.

Scott’s brother Antonio was in the car with him and transported by helicopter to Bayfront Medical Center in St. Petersburg to be treated injuries sustained in the crash..

While officers searched for the suspect, they were forced to lockdown seven schools that were located nearby as a precaution.

Detectives say that this incident began with an argument in the parking lot of a convenience store at the corner of N. Betty Lane and Springdale St and lead to several shots being fired at Scott’s vehicle.

The two men arrested in connection with Sunday’s fatal shooting on Chestnut Avenue have been identified by police as city residents James Donte James, 18, and David Kennedy, 27.

The third man still wanted in connection with the homicide has been identified by police as Cecil Blake, 20, of South Logan Avenue in the city. Police said he is wanted for murder and weapons offenses.

Police allege the three men took part in the killing of Samuel B. Hardwick.

Hardwick, 21, was found suffering from a gunshot wound about 1 a.m. Sunday, Oct. 7, on Chestnut Avenue. He died a short time later at a city hospital.

James, Kennedy and Blake were identified as suspects in the homicide by Trenton Detective.

Just one week after community activist James Slater was shot to death, police investigators have made two arrests.

Darnell Norton, 18, has been arrested and charged in the case. Earlier in the day, Henry Cox, 19, was charged with second-degree murder in the fatal shooting.

Slater, 46, was walking home from a neighborhood meeting when he was robbed and shot.

According to a family friend, Police Chief David Moore himself went to the Slater family home to tell them about the arrests.

Police said Cox, 19, and another person approached Slater as he walked home from a neighborhood meeting. They stole two cell phones, an iPod, and some money before shooting him.

A 23-year-old Centreville man is under arrest in connection with four sexual assaults of young girls at the Centreville Public Library last summer.

Mynor Gonzalez Estrada, who lives close to the library, was charged after Fairfax County Police made a traffic stop in Centreville Wednesday night.

The victims ranged in age from 9 to 12. Police say they were grabbed from behind by the perpetrator while they were inside the library. In one instance, the suspect also exposed himself.

Police pulled over a car Wednesday night on suspicion of DUI. There were four men inside. During interviews of those occupants, who included Estrada, police obtained information leading to his arrest in connection with the library assaults that took place between July 16th and August 7th.

The flip side of the immigration debate: local businesses are pleading for the continued flow of legal migrant workers — and warning they’ll have shut down if they don’t get them.

The alarm bells come from an industry that traces its Chesapeake Bay roots back a century or more.

Railcars of crabs once pulled out dripping fresh from the Cambridge, Maryland docks. Now just 18 seafood processors are left in the whole state.

“I don’t know what will be here in 12 months,” says Jack Brooks, standing on the crab picking floor of his family’s seafood plant. “It’ll be a warehouse, or torn down for townhouses.

Five generations of Brooks’ family have worked the world’s oldest crab processing plant. His great grandfather started in 1890.

“If we don’t get these workers, we close,” Brooks says, pointing at the 75 migrant workers picking crabs on the factory floor. “This will be our last year.”

Brooks says his company is entirely dependent on the seasonal workers he recruits in Mexico. “We just need jobs,” says Consuelo Martinez, who’s worked for Brooks for 9 years. “Just come for work and go back to Mexico.”

But Congress has capped the number of guest workers allowed in at 66,000 — and a special program for returning workers ran out last Sunday.

“Without this program,” says Brooks, “it’ll be the end of Maryland crabs. They’ll be no such thing — unless you go out and catch and pick them yourself.

It’s not that seasonal workers in particular are controversial. It’s that everything to do with immigration is controversial on Capitol Hill right now.

A spokeswoman for Sen. Barbara Mikulski (D-MD)says this issue is her number one legislative priority. She says Sen. Mikulski will do everything she can to get another returning guest worker extension on some other senator’s must pass legislation.

Critics like the Federation for American Immigration Reform, or FAIR, insist Brooks could get workers if he just paid enough. But Brooks insists no Americans are willing to take three months off unpaid, which is what happens to his employees. He says the best pickers are making $14 an hour.

So the future of his business depends on a vote in Congress.

Groups representing some of the District’s estimated 7,500 cab drivers rallied at Freedom Plaza Tuesday.

The rally was scheduled for 2 p.m. until 5 p.m. so the drivers could be back on the streets and not miss out on the rush hour fares.

They came to Freedom Plaza to “demand respect,” to use their words.

At issue is the current zone system, the only one in the country, whereby fares are determined by geographic areas and not time and distance meters. The drivers want to keep the zone system.

Some members of Congress and about half the passengers want meters to be able see the correct fare.

The Taxicab Commission buckled a few weeks ago, refusing to make a recommendation to Mayor Adrian Fenty who now by law must decide, meters or zones, by October 17th.

Metropolitan Police: Operation Full Stride

WASHINGTON, DC — If you see more police on foot in your neighbotood today, they are part of Operation Full Stride.

D.C. Police Chief Cathy Lanier and Mayor Adrian Fenty kicked off the new foot patrol program yesterday. It goes into effect today bringing over 200 police officers to the streets. This is exactly what neighbors call for at every community meeting.

Just two weeks ago, there were four shootings that left one teen dead and a few days later, four shootings within one hour left another teen dead. This made the chief take action. She says all of the officers vounteered for the program, so she knows she has the right people for the job.

The foot officers will be passing out calling cards so the neighbors will know them on a first name basis.

Chief Lanier says, “The officers will be wearing out some shoe leather.”

Charles County authorities have made an arrest in the death of a Waldorf man.

Thirty-two year old James Francis Swann is charged with murdering 71-year old Joseph Hickman Wednesday night.

Authorities believe Swann shot Hickman after a brief confrontation. They won’t say what prompted the shooting but suggest that Hickman was not the intended target.

Hickman’s family says he was a hard working good hearted man who was married for more than fifty years. His death has left his family devastated.

Meanwhile, Swann is being held in jail without bond. The Sheriff’s Office is continuing to investigate the shooting and says more arrests are possible.

Boy held as adult in slaying

Aurora woman was shot in head; body found weeks later

As a boy in war-ravaged Sudan, Gareng Deng said he saw government agents chop off a man’s arm and whip people, and soldiers strap a man to an electrified metal bed frame. At 5, he was sexually assaulted, Deng said.

After a relief organization settled his family in Aurora, his prospects might have brightened. But instead, authorities said, Deng began his transformation from witness to youthful perpetrator of violence.

At 11, he had already been arrested for burglary and threatening to kill a judge. By the time he was 14 in fall 2005, Deng had accumulated eight felony arrests. He had been suspended from Waubonsie Valley High School in Aurora twice. He later told a counselor that he had participated in drive-by shootings.

And on Oct. 30-31, 2005, Deng is alleged to have shot Marilyn Bethell in the head.

Deng, 16, was formally charged Wednesday as an adult with the murder of the 47-year-old substance-abuse counseling assistant during an invasion of Bethell’s Aurora home. Her decomposed body was found Dec. 26, 2005, along the Illinois Prairie Path near Kirk and Butterfield Roads in Kane County.

Wednesday’s announcement of the adult charges was a formality after Friday’s ruling by Kane County Juvenile Court Judge Wiley Edmondson, who ordered Deng’s transfer to adult court. The judge heard from a court-appointed psychologist who recommended Deng remain in the juvenile system. But a DuPage County probation officer familiar with Deng said he posed a threat.

“In my 28 years, it’s seldom that I see a youth at that high of a risk to re-offend,” said Thomas Burke. He recounted making an official visit to Deng’s home, only to discover later that Deng had sneaked out that night and been arrested in a burglary.

Juveniles can be incarcerated until they turn 21. As an adult, Deng faces a minimum prison term of 45 years if found guilty. He is not eligible for the death penalty; under Illinois law, someone younger than 18 convicted of first-degree murder cannot be sentenced to death.

When considering whether a juvenile should be tried as an adult, judges are instructed by state law to consider several factors. Among them are the severity of the crime, whether the juvenile system provides adequate remedy, prior history of the accused and safety of the community.

A troubled childhood is not a consideration, Kane County Assistant State’s Atty. Jody Gleason said Wednesday.

“When you look at all the factors in the statute, that’s not laid out as a factor,” she said. “Obviously, the law doesn’t say the judge can’t take it into account.”

Rather than dwell on Deng’s environment, Edmondson cited his extensive criminal history—Deng “presented a high degree of risk to the community,” he said—and the weight of evidence against him.

“Although much of the evidence is circumstantial, the court finds probable cause to believe the minor is guilty of the offense of first-degree murder,” Edmondson said in his ruling.

Rebecca Watkins, the psychologist who examined Deng for the court, suggested that a boot camp-type facility in Pennsylvania could “provide a different type of setting and address a different set of needs.” Deng, she said, came from a background where people had to rebel against the government and authority to survive, and he had employed the same strategies in America.

But DuPage County Assistant State’s Atty. Bob Berlin said Deng had received a number of social services through DuPage, all of which had apparently failed to transform him from being a remorseless offender.

“All of the efforts put forth on behalf of this minor to restore him have failed,” Berlin said.

Former Dallas Cowboys quarterback Quincy Carter was arrested in Shreveport on a drug charge early Friday morning.

Carter was booked into the Shreveport City Jail at about 4 a.m. after being charged with possession of marijuana. Carter was later transferred to the Caddo Correctional Center.

In a news release, police said the incident began at about 1:30 a.m. when an officer stopped a silver car that was reported to have been involved in selling drugs at the Circle K convenience store at Youree and Southfield.

While stopped, the officer smelled alcohol on Carter and transported him to the DWI Unit for testing. Carter was found not to be intoxicated but did have about three grams of marijuana in his pants pocket, officials said.

Carter was charged with second offense possession of marijuana, a felony.

This isn’t Carter’s first arrest in connection with a drug charge. Last December, Carter was arrested on a drug charge in Irving following a domestic disturbance call.

Arrest Made In Connection With Woman’s Body Found In Lake

Victim’s Body Recovered From Lake Arlington Aug. 19

Arlington police have made an arrest in connection with the death of a woman whose body was found in Lake Arlington in August.

Shortly after 10 p.m. Thursday, Randy Lee Wilson, 28, was arrested in connection with the death of 20-year-old Brittany Elizabeth Rapoza. Wilson was arrested on a murder warrant during a traffic stop in Fort Worth by the Arlington Fugitive Unit with assistance from Fort Worth police.

Wilson was arrested without incident and was transported to the Arlington Jail, where he is currently being held on $500,000 bail.

On Tuesday, Rapoza’s body was identified using dental records. Witnesses and acquaintances of the suspect and victim also stepped forward and provided information to investigators, including threats made to witnesses by the suspect, police said.

The four witnesses who provided information to police provided valuable information consistent with the autopsy, with the crime scene, and with physical evidence Arlington police recovered. The information had not been released to the public or the news media. The witnesses identified the victim and suspect by name and photograph, officials said.

In the arrest warrant affidavit, Arlington Detective Jim Ford said that Wilson was forcing Rapoza to work as a prostitute for him. Witnesses told police Wilson had beaten Rapoza on several occasions for not making enough money and that he had threatened to kill her several times. According to one witness, “Randy Wilson stated that he took Brittany Rapoza to Lake Arlington at which time he stabbed her multiple times with a knife and she swam out into the water to get away and died in the water.”

The Tarrant County medical examiner determined that Rapoza died from multiple stab wounds and had been dead for several days before her body was found in the lake.

Rapoza’s death was ruled a homicide and while she remained unidentified, the cause of death was not released.

Investigators say the driver who was at fault in a serious crash that killed one person and injured three others on Interstate 275 in St. Petersburg early Wednesday morning was running from police when the crash happened.

According to detectives, the driver who caused the crash—32-year-old Charles Hicks—was involved in an aggravated assault against two St. Petersburg police officers before the accident happened. They say Hicks and his passenger, 32-year-old Marcus Tolbert, fled the scenes of the altercations in their green Ford Escort, drove the wrong way on I-275, and collided with a maroon Toyota Camry on the 31st Street exit ramp around 2:15 a.m.

The crash left the Camry hanging over the edge of the ramp, and left the two people inside seriously injured. Police say 17-year-old Mary Cornwell, who was behind the wheel of the Camry, and her brother, 22-year-old Steven Cornwell, were both taken to Bayfront Medical Center with serious injuries. They say Steven Cornwell later died of his injuries.

Mary Cornell is still listed in serious condition, but doctors say her injuries are not life-threatening.

Both Hicks and Tolbert were also taken to Bayfront Medical Center with serious injuries, but they are not said to be life-threatening.

The crash forced police to shut down the southbound lanes of I-275 at 31st Street for much of the morning while the investigation and cleanup continued. The roadway has since been reopened.

Charges are pending in the crash, which is still under investigation.

But those won’t be the only charges against Hicks, according to detectives. He’s also facing charges because of the events that led up to the crash.

Detectives say St. Pete Police Officer Kevin Sullivan was in his marked cruiser near 18th Avenue South and 12th Street South when the green Ford Escort driven by Hicks drove by on 18th Avenue South at a high rate of speed. Officer Sullivan says the car drove towards his car in a manner that police describe as an aggravated assault.

“The officer took evasive action, braced for impact, thought he was gonna get his when miraculously, the car just missed him, he did a u-turn and that started the pursuit,” said Bill Proffitt, with the St. Petersburg Police Department.

Officer Sullivan reacted quickly to avoid a collision with the Escort, which continued traveling eastbound on 18th Avenue South before heading north on Dr. M.L. King Street South. In the meantime, Officer Sullivan radioed in to report the incident and Officer Brian Burton was sent to the area to help find the Escort.

At 2:07 a.m., police say Officers Sullivan and Burton located the car. They say it was stopped in a lane of traffic on Dr. M.L. King Street South near the intersection of 12th Avenue South, and it had no lights on.

When the officers turned their lights on, the Escort accelerated forward quickly, traveling west on 12th Avenue South, and both officers followed. At 10th Street South, the car turned south, and the two officers decided not to follow it.

A short time later, Officer Burton was driving north on 22nd Street South when he spotted the Escort, and he says it was coming from a side street near 12th Avenue. He says it was headed for his cruiser, and it appeared to be aimed to strike him head-on. At the last minute, though, police say the Escort swerved and narrowly missed him.

That’s when Officer Burton made a u-turn and began pursuing the car. He followed it to the exit ramp of I-275 near 33rd Street South, but then the Escort went the wrong way up the ramp and onto I-275. Officer Burton did not follow the car, instead making a u-turn and going entering the northbound lanes of I-275, so that he was driving on the correct side of the road, and riding parallel to the Escort.

“In all three situations, it almost looks like he was trying to bait the police officers into a confrontation.That’s almost the appearance,” Proffitt said.

After entering the highway, Officer Burton and several other officers discovered the scene of the crash, where the Escort had hit the Toyota Camry head-on, leaving it dangling over the 31st Street South overpass.

Detectives say Hicks faces a minimum of two counts of aggravated assault with a motor vehicle for his actions against the two police officers.

Investigators also say Hicks has an extensive criminal history, including charges of resisting arrest, aggravated assault with a motor vehicle, aggravated assault on a law enforcement officer, fleeing and eluding, and possession of cocaine.

St. Pete police are also investigating the possible connection between this incident and a similar situation that occurred on Sunday, September 23. Just after 12:00 a.m. that morning, the same Escort was involved in an incident with another officer who attempted to stop the car for making an illegal u-turn at 1st Avenue South and 34th Street South.

That officer reported that the car slowed to a stop, then sped up and made another u-turn before driving directly at the officer’s cruiser. The officer avoided the collision, investigators say, and then pursued the Escort as it headed south on 34th Street, crossing over into the northbound lanes and driving on the wrong side of the road.

Osceola County deputies today arrested Moise O. Opont in the death of a 99-year-old Poinciana woman.

Opont,18, faces charges of first-degree murder and sexual battery. Deputies said Opont targeted the victim, Edith Mecalla.

Deputies said they arrived at Mecalla’s home in the 700 block of Del Ray Drive in Poinciana at about 2:15 a.m. Tuesday. Her 77-year-old daughter had called to report a robbery at the residence. She told police that while she was in the kitchen, she witnessed a man enter her home. The suspect then ran out the back door when he saw her.

After sheriff’s K-9 units, choppers and additional deputies searched the area for the suspect, they found Mecalla dead in the back bedroom.

Sometimes the wheels of justice move so slowly they seem to have stopped. CBS 5 Investigates found a multiple murder case in the Bay Area that’s dragged on for over two decades.

Marsha Dixon remembers her 13-year-old daughter Talita as “a funny, funny child. She used to make jokes and play games and stuff and just make you laugh,” Dixon recalled.

On October 5, 1985, Talita left her home to walk to school by herself for the first time. Her mother says, even then, an unexplainable feeling of sadness overtook her as she waved goodbye to her daughter.

“I guess that was me knowing that was the last time I would see her alive,” Dixon said.

Three days later, a jogger found Talita’s body near a walking path in the Oakland Hills.

Her killer had raped her, stabbed her repeatedly, broken her neck and ripped an arm from her body.

Police soon found that Talita wasn’t the only victim. A serial killer terrorized the community in late 1985, raping and murdering five girls and young women.

But Oakland police were stumped as to the killer’s identity until police in nearby Emeryville began investigating a series of rapes against prostitutes.

Those attacks were “vicious”, said Emeryville Chief of Police Ken James, who was a sergeant during the time of the investigation.

The killer “was playing a cat and mouse game,” James said. “He would give them the opportunity to think they were getting away, and then come back and stab them.”

Fortunately for Emeryville police, those prostitutes survived and gave descriptions of their attacker that led police to their suspect, 32-year-old Anthony McKnight. He was an enlisted man at Alameda Naval Air Station.

But James, the Emeryville police sergeant at the time, had a hunch that McKnight might also be Oakland’s serial killer. He says he told his lead detective, “Go down to Oakland, sit down in the captain’s office, let him know what you have, and don’t leave until they recognize that this may be a connection.”

Police arrested McKnight. And the killings stopped. But police say they did not have enough evidence to charge him with murder. Instead, he was convicted for the attacks against prostitutes in Emeryville and sentenced to 63 years in prison.

For Marsha Dixon, it seemed there would be no justice for Talita.

No justice, until June 1999. DNA technology, which was new at the time, gave police evidence that they announced tied McKnight to the murders of Talita Dixon and the four other victims.

After 14 years, prosecutors charged him with five counts of murder.

Marsha Dixon said she felt relieved. “When they had the DNA testing to prove that it was him, then I thought we were gonna move forward with the case” she said.

It seemed everybody was ready to go. Prosecutors filed the case and McKnight entered a plea of not guilty.

But that was eight years ago. And still, Anthony McKnight has yet to stand trial for those 1985 killings.

Lee County- WINK News obtains new documents in the Juan Mendez, Jr. murder case.

He is due to go to trial next month, accused of second degree murder in the deaths of his estranged wife Whitney Mendez and her mother Lorena Stone.

The discovery released to WINK News contains hundreds of pages of phone records, Department of Children and Families records, 911 call transcripts, DNA evidence and statements made by detectives and friends and family members of the victims and suspect.

The documents reveal what detectives found on the crime scene…a young child in the arms of Juan Mendez’s sister.

The baby was described as being dehydrated and EMS was called to the scene.

It Juan Mendez’s sister who called 911 after she says she found the child, identified as Javon Mendez in his high chair propped in the front door. She told the 911 operator that she saw blood inside the home and was afraid to go inside.

The statements from Mendez indicate the child could have been in the front door for as long as eight to nine hours. Whitney’s neighbor, who is also Juan Mendez’s boss said he saw the child earlier in the morning and told Mendez about it who blew it off as a game Whitney was playing. But that same neighbor’s wife said the child was still there hours later and called Mendez at work. He called his sister to check on the child.

The first detectives on scene described the home as having a remarkable amount of blood.

The documents show the women were found in separate bedrooms with wounds to the neck. Detectives also describe bloody footprints at the front door and next to the bodies.

The documents also tell us detectives were suspicious of Mendez right away. One detective said in a statement that it appeared Mendez was “shielding himself behind his child to avoid talking to law enforcement.” Mendez is seen sitting on the stretcher with his son in his lap in video from the scene exclusive to WINK News.

Detectives say he didn’t seem concerned about his wife or her mother and didn’t seem to show any remorse.

Detectives say Juan Mendez had the motive, ability and means to commit the murders.

* Whitney filed an injunction for protection, which forced Juan to move from the home
* There have been several calls to police for domestic violence, disturbance and public assistance
* One witness testified Juan threatened to kill Whitney if she ever called the police on him
* She called DCF to try to keep Juan from visiting their son
* Juan admitted to detectives he hated Whitney and her mother
* The murders were committed within a time frame when Juan was home from work and before he went to work the following day
* Juan’s DNA was found on both knives used in the murders
* Juan’s DNA was found in fingernail scrapings from the victims

Juan was charged in the murders last year, but a grand jury did not indict him and he was released.

The state brought new charges for second degree murder over the summer after investigators say they had new evidence in the case.

Man Found Guilty Despite Shooting Death Of Key Witness

A man accused of robbing a Hollywood check-cashing store at gunpoint in April 2004 has been found guilty of all charges against him.

The jury of six reached the verdict after deliberating for about three hours on Friday afternoon.

Billy James Lewis was found guilty of attempted robbery with a deadly weapon, kidnapping, aggravated assault and resisting arrest.

The guilty verdict came despite the fact that the prosecution’s key witness was killed in May on the day the trial was supposed to begin.

Dorothy McReynolds was shot to death during a home invasion.

“I’m happy. This is where he needs to be, behind bars,” said Renee Brooks, McReynolds’ daughter. “I was very, very shocked but at the same time, I knew this is what they would do. I knew we had a strong jury and they did the right thing.”

McReynolds’ testimony against Lewis was included in the trial, read by Samantha Rosen of the State Attorney’s Office.

This broad here with the Jewish last name is the same type that allowed the nigger to go free on bond in the first place. I guess the least she could do was read the statement from the victim she helped murder.

“He had me down on my knees and that’s when he told me to give him the safe combination,” Rosen read in court. “I just gave him some numbers and he told me if there was any funny business, that he would blow me away and that he knew my home address.”

“The jury spoke based on their interpretation of the evidence, the law,” said Lewis’ attorney Randall Haas. “We’ll take it to the next step.”

Jurors in the case were not told that McReynolds was killed before the trial was scheduled to begin.

After her death, Lewis was arrested, but not because of the shooting. He was put back in jail for violating the terms of his pre-trial release.

Brooks said Friday’s guilty verdict is just the beginning of justice being served. She said she believes Lewis is responsible for her mother’s death.

“If he didn’t do it, he knows who did,” Brooks said.

Lewis has been named a person of interest in McReynolds’ death.

Sentencing on the robbery conviction is scheduled for July 19.

The detention of Floyd Brown, who has spent 14 years locked up despite not being convicted of a crime, has cost state taxpayers more than $2.3 million, according to state records requested by the Observer.

The state Department of Health and Human Services says the bill for holding Brown in Dorothea Dix mental hospital in 2006 alone was $689 a day — the same for any of the hospital’s patients — or $251,485 for the year.

Doctors there have said it’s unlikely Brown, who is retarded and has an IQ of 50, will ever have the mental capacity to go to court. That means the 43-year-old could stay in Dix for the rest of his life.

During Brown’s stay, records show, Dix officials have asked Anson County District Attorney Michael Parker at least a half-dozen times to allow Brown to be moved to a less expensive group-care facility near his home.

Parker refused. His reasoning: If Brown is well enough to be transferred from Dix, he’s well enough to stand trial.

“The district attorney has resisted any efforts to resolve the situation, apparently being quite content to leave Mr. Brown in his present setting ad infinitum,” Dix psychiatrist Dr. Freerk Wouters noted in 1995.

The hospital’s rates have tripled since 1993, when Brown was charged with killing 80-year-old Katherine Lynch of Wadesboro. The daily rate then was $215.

By comparison, the N.C. Department of Correction spends an average of $68.45 a day per inmate, or about $24,986 a year. A death-penalty inmate costs taxpayers about $29,000 a year, the state says.

The jail in Brown’s home county of Anson, about 55 miles southeast of Charlotte, spends far less, $41.80 a day per inmate.

The cost of staying at Dix, in Raleigh, is so much higher because it’s a hospital, not just a detention facility.

Charges dismissed in Brown case

A judge in Durham County has dismissed murder and robbery charges against a mentally retarded defendant who’s been in custody for 14 years.

Judge Orlando F. Hudson Jr. ordered the release of Floyd Brown, 43, from a state mental hospital, where he’s been in custody since 1993 without a trial.

Brown was charged in the death and robbery of 80-year-old Katherine Lynch, who was found beaten to death in 1993. He was found at the time to be incompetent to stand trial, and has remained in state custody at Dorothea Dix Hospital ever since as prosecutors refused to drop the case against him.

Judge Drops Murder Charge Against Mentally Retarded Man

Durham — A Durham County judge has dismissed charges against a Dorothea Dix patient awaiting trial for 14 years on a murder charge.

Senior Resident Superior Court Judge Orlando Hudson on Monday also ordered that Floyd Lee Brown, 43, of Anson County, be released from custody after a hearing in which defense attorneys argued that Brown’s detention was unlawful.

Brown was arrested in 1993 in connection with the beating death of 80-year-old Katherine Lynch, but he was deemed mentally incompetent to stand trial.

Authorities have said that Brown confessed to the crime, but his attorneys argued he did not have the mental capacity to do so. Prosecutors maintained that Brown was dangerous and refused to drop the case against him.

GAINESVILLE, FL – Authorities in Gainesville say a father forced his young son to sit in hot water as part of his toilet-training.

Now the father is in legal hot water, facing charges of child abuse.

The Alachua County Sheriff’s Office says 22-year-old Andrew James Jr. whipped his son for soiling himself, then made him sit in hot water.

Officials arrested James Friday afternoon after the child’s grandmother notified authorities.

The boy suffered 2nd and 3rd degree burns on most of his lower body, including his legs and feet.

He was treated at Shands Gainesville.

Alachua County Sheriff’s Office Spokesman Art Forgey says he does not know the boy’s condition as of today, but he is expected to recover from his injuries.

James is being held at the Alachua County Jail on a $5,000 bond.

A girl in Miami-Dade County said she woke up to a pizza deliveryman pleasuring himself in her bedroom on Monday morning.

Police said 30-year-old Raul Calderon broke into a Kendall apartment and fondled a 15-year-old girl as she slept in her bed.

“When she woke up, she noticed that someone was in the bed next to her,” the victim’s sister said. “She got up and screamed for me.”

The sister said she was sleeping in a nearby room when she got up just in time to see the alleged sexual predator sprint out of the apartment.

“All of a sudden you see a man just fly right by, ran right out of the apartment to the balcony,” she said.

Family members said they believe the balcony was also how the man sneaked into the apartment.

“My sister had felt like she had been followed,” the sister said.

She said the sexual assault didn’t stop with touching.

“He was masturbating in her bed,” she said.

The victim’s family said police took the sheets off the mattress where the 15-year-old was sleeping as evidence.

Police said if Calderon were the culprit, his DNA would be on the sheets.

Calderon lives near the victim’s apartment. His roommate did not want to speak on camera.

The victim is recovering at a hospital because of stress related to the incident.

“Her heart was very weak, and during this experience her heart just couldn’t take it,” the sister said. “She blew off positive cardiac enzymes and she’s going for surgery in the morning.”

Calderon was charged with lewd and lascivious behavior, burglary and prowling.

A notorious Tampa Bay-area sex offender was a free man for several hours, until his offer of housing on the outside dried up.

A judge granted Bobby Joe Helms monitored release yesterday after agreeing with doctors that he no longer posed a threat to the community.

By day’s end, Helms was back in custody.

He was supposed to move to a mobile home park with other released sex offenders and felons. But when TV trucks showed up, the park’s management decided it was not up for the scrutiny and kicked him out.

Helms is back in the Florida Civil Commitment Center, where the state houses sex offenders deemed too dangerous to be released when their sentences are finished.

He will remain there until suitable housing can be found.

Helms was known as the “Hyde Park rapist.” He was convicted twice of sexual battery but confessed to attacking many other women.

Police: Pregnant Woman Cut Several Times With Box Cutter

A 24-year-old Jacksonville woman was arrested Monday and charged after allegedly cutting a pregnant woman with a box cutter.

The alleged assault took place in the 5900 block of Arlington Expressway at a Raceway Gas Station.

Police said when they arrived at the scene they found the victim, 35-year-old Nicky Croft, holding another woman facedown in the gas station parking lot.

A box cutter was found on the ground nearly 10 feet from the women.

Croft had been cut numerous times, according to authorities.

Croft is currently dating the estranged husband of the suspect, 24-year-old Jennifer Mobley, a police report stated.

Police have charged Mobley with aggravated battery. She remained in jail Tuesday on $100,000 bond.

A man was found dead after apparently being attacked by a deer on his farm.

The body of John Henry Frix, 66, was found around 8 p.m. Sunday inside the deer’s pen on his property.

He had been gored several times in the upper body by a deer’s antlers, Cherokee County sheriff’s Sgt. Jay Baker said.

The deer was one of several Frix kept on his property.

“This particular deer had apparently been in rut, which is their breeding cycle, and they become very aggressive,” said Cherokee County Sheriff’s Deputy Jay Baker. “This deer had been quite aggressive the past few days, so we think that’s what caused the attack on the man.”

It appeared that Frix tried to fend off the deer, which was the size of a small elk, authorities said.

A family member later shot and killed the deer.

No charges have been filed and the incident has been turned over to the Department of Natural Resources for further investigation.

Deer kill about 150 people a year in the Unites States. But most of those deaths happen when deer are involved in collisions with automobiles.

A man accused of running down a romantic rival in Palatka was recently arrested. Investigators said the suspect and victim were involved in a love triangle.

Police said 50-year-old Robert Hudson hit and tried to run over 73-year-old William Smith twice in a Kmart parking lot during a fight over a woman.

“(They) had been in some sort of altercation in the past,” said Assistant Chief James Griffith of the Palatka Police Department.

According to an investigation report, the altercation was “over a female that they were both dating.”

“Looked like it was coming’ right at me, and it was. Then I tried to elude it but I fell down and then on my way … it made a turn a came back. That’s when he really got me,” said Smith, who remains in an area hospital.

Channel 4 talked with Smith, who suffered a broken leg during the incident, on the phone from his hospital room. He said his and Hudson’s common love interest was a woman around the age of 35.

“She’s been a friend of mine for a long time, and I don’t know how long she had been knowing him but it caught me by surprise. I never thought that I would ever face something like that,” Smith said.

Smith said witnesses at the Kmart helped ID Hudson after he drove away from the scene.

Investigators tracked Hudson to his home, where they said they found the black car he allegedly used to run down Smith.

Reports state Hudson had pulled a white SUV behind the car in an attempt to hide the vehicle. Nonetheless, the car was found and Hudson was arrested.

“I think that person should be definitely prosecuted for that,” Smith said.

Hudson is facing attempted murder charges in the Kmart parking lot incident.

POMPANO BEACH, Fla. — Police are searching for a man after he attempted to abduct a woman in broad daylight.

A 20-year-old woman who asked only to be identified as “Jackie” said she was walking home after using a payphone at a Sunoco gas station located on the 300 block of West McNab Road Monday afternoon, when she noticed a suspicious car driving by several times.

According to the victim, the suspicious car pulled over, and the driver opened the passenger door and asked her if she wanted a ride. The victim said she politely declined, and then, she said, the suspect grabbed her and tried to force her into the car. “I turned around, and I hit him with this hand, on the left side of his face. I don’t think he was expecting that because his grip loosened, and he scratched me,” says Jackie.

The woman was able to run away to a nearby house where a man living there called 911.

The suspect is described as a ***black male in his 30s with a thin build, standing about 6 feet tall, with his head shaved, full upper and lower gold grills and long fingernails. The suspect’s car is described as an older model four-door Nissan Altima with faded dark blue paint, missing a left hubcap and a bumper sticker on the back reading ‘D.A.R.E. - Don’t Do Drugs.’

The Broward Sheriff’s Office Police Department is currently investigating this attempted abduction and working on a sketch of the suspect.
